the mall built in 1990 heritage company. cost of construction $50 million. in 1995 sold ap massena partners. during time mall went through serious financial troubles, falling 75% occupancy rate. in september 2003, mall sold $3.6 million carlyle development group hired general growth properties manage beginning february 2004.


anchor stores include bon-ton , j.c. penney. 1 anchor, occupied hills until 1998, ames until 2002 , steve & barry s 2007 2008, vacant. before steve & barry s opened, town of massena had attempted use eminent domain replace hills/ames wal-mart in 2006. in 2009, mall owners circulated petition replace former hills/ames/steve & barry s building target.


several tenants moved out of mall in 2011 , 2012, including original anchor store tj maxx. sears closed store @ mall in 2014 , replaced sears hometown store. mall s ice rink closed in august 2016 due mechanical problems , has yet reopen.
