the right propose laws, other regulations , general acts belongs every deputy, government, assemblies of autonomous provinces or @ least 30,000 voters. ombudsman , national bank of serbia have right propose laws falling within competence. upon request of majority of deputies or @ least 100,000 voters, national assembly may call referendum on issues falling within competence.

the national assembly adopts decisions majority vote of deputies @ session @ majority of deputies present. deputies vote “for” motion, “against” motion, or abstain voting.

if assembly in crisis, president of republic may dissolve national assembly, upon elaborated proposal of government. government may not propose dissolution of assembly, if proposal has been submitted dismiss government. national assembly dissolved if fails elect government within 90 days day of constitution. national assembly may not dissolved during state of war , emergency. national assembly, has been dissolved, performs current or urgent tasks. in case of declaration of state of war or emergency, full competence re-established , lasts until end of state of war, is, emergency.
